In my culture and environment there are many things that symbolize a “rite of passage.” When you turn 13 you are officially a teenager. This shows that you should be mature enough to handle tasks proficiently. Once you turn 16 this allows you to finally drive and to get a job at most places. 18 is your first real step into adult hood where you usually have to pay for your own things, cook, and clean for yourself. The most important one I think would be when you turn 21. This entitles that you should be able to do most things for yourself and that you should be able to handle the responsibility of alcohol.
